When you want to send an envoy in Civ 6, there are a few things you need to do. First, you need to have the required technologies. For sending an envoy, you need Masonry and Diplomacy.

You also need to have a city-state that is within three tiles of your own borders. Once you have those requirements met, you can open up the diplomacy screen by pressing the diplomat icon on the bottom left corner of the screen. From there, select “Send Envoy.”

You will be given a list of city-states that you can choose from. The ones at the top of the list are the ones that are closest to your borders. Select the city-state that you want to send an envoy to and press “Next.”

On the next screen, you will be asked how many envoys you want to send. The default is one, but you can increase it if you have enough influence with that city-state.
